Client and Principal Designer (PD) Assistance Service in Cheshire

The Client and Principal Designer (PD) Assistance service provided by Absolute Health and Safety Solutions Ltd (also extends to ground-mounted Solar Panel Farms – UK FIT Schemes within this county), is to assist in compliance with aspects of Health and Safety of CDM 2015 available in Cheshire (including: Chester, Stockport, Birkenhead, Wallasey, Runcorn, Macclesfield, Crewe and we also extend  out othe county to Wrexham)  on a single or multi location project. The service requires a number of tasks to be addressed these will also include supporting –

The Client under the Construction Design and Management Regulations 2015 (CDM 2015), Reg 4 (1) – (8) & Reg 5. This will include assisting with Managing the Health and Safety Aspects of the Project:

  • The preparation of Pre Construction Information (PCI) and ensuring suitable and sufficient Information is included in accordance with CDM 2015 Reg 4(4) (See Simple Flowcharts)

  • Ensuring where more than one contractor is employed on the project that the necessary formal Principal Designer (PD) and Principal Contractor appointments are made in accordance with CDM 2015 Reg 5(1)(2)

  • Assisting the Client in informing the HSE with an online F10 project Notification in accordance with CDM 2015 Reg 6

  • Reviewing the Principal Contractor’s Construction Phase Plan with the Principal Designer (if appointed) in accordance with CDM 2015 Reg 4(5)(a)

  • Preparing a Health and Safety File in conjunction with the Principle Designer (PD) in accordance with CDM 2015 Reg 4(5)(b), and ensuring if the premises or structure is disposed of that the person acquiring person is aware of the nature and purpose of the file in accordance with CDM 2015 Reg 4(7) and Reg 11(5)(6)

  • Ensuring the Principal Designer & Principal Contractor are complying with their duties in accordance with CDM 2015 Reg 4(6)(a)(b)

  • Ensuring the project is undertaken without risk to the Health and Safety of persons affected by the project in accordance with CDM 2015 Reg 5(1)(2)(a)(b) and fully maintained for its duration in accordance with Reg 5(3)

  • Where there is more than one Client involved with the project, that suitable contractual obligations extend to each Client understands their duties in accordance with CDM 2015 Reg 8(i)(ii)(iii)

  • Ensuring all duty holders have the skills, knowledge and experience and where required the organisational skills and that the duty holders adhere to the general duties in accordance with CDM 2015 Reg 8(1-7)

Principal Designer (PD) - under the Construction Design and Management Regulations 2015 (CDM 2015), Reg 8(1-7) Reg 9(1-4) Reg 11(1-7) Reg 12(3)(5)(6)(7)(8)(10). This will include assisting:

  • Designers with ensuring the designs have incorporate the Principles of Prevention in accordance with CDM 2015 Reg 9(2)(3)(4)

    The Principal Designer (PD) in planning and monitoring during the pre-construction stage to ensure that, so far as reasonably practicable, the project is carried out without risks to Health and Safety in accordance with CDM 2015 Reg 11 (1)(2)(3)(4)

  • The Principal Designer (PD) in fulfilling the duty to coordinate the Health and Safety matters to ensure all persons working during the pre-construction phase cooperate with the Client, the Principal Designer (PD) and each other in accordance with CDM 2015 Reg 11(5)

  • The Principal Designer (PD) with the Client in provision and preparation of the Pre-Construction Information (PCI) in accordance with CDM 2015 Reg 11(6)(a)(b) and Reg 4(4)

  • The Principal Designer (PCI) with liaising with the Principal Contractor and coordinating all safety matters and assisting the Principal Contractor in preparing and periodically reviewing the Construction Phase Plan in accordance with CDM 2015 Reg 11(7)Reg 12(3)(a)(b) and Reg 12(4)

  • During the Pre-Construction stage assist the Principal Designer (PD) in preparing the Health and Safety File appropriate to the characteristics of the project and is periodically reviewed and updated in accordance with CDM 2015 Reg12(5)(6)

  • Assist Client with ensuring Principal Contractor is maintaining compliance, undertaking agreed site inspections and submitting Compliance Report to comply with CDM 2015 Reg 4(2)(b)(3)

  • Assist in updating the F10 as required

  • Attend periodic Project Meetings with Duty Holders to review Health and Safety aspects of the project, review the Design Risk Assessments with the Designer/Principal Designer as required

  • Reviewing Design Changes with all duty holders advising on Health and Safety matters that require addressing

  • Assist and advise Duty Holders in the event of accident, incident of Regulatory site visit. Review Investigation reports with the Client to ensure corrective action has been fully addressed

  • Assist and Advise Duty Holders to ensure adequate workforce involvement is addressed and project objectives are complied with

  • Assist the Designer/Principal Designer in gathering relevant information for the Health and Safety File/O&M Manual
